The Turkish Exporters Assembly (TİM) is the sole umbrella organization representing Türkiye’s exports, encompassing 27 sectors, 61 Exporters’ Associations, and more than 150,000 exporters. Established in 1993 by a Council of Ministers’ decision, TİM continues its operations within the framework of Law No. 5910, published in the Official Gazette dated 3 July 2009 (No. 27277), regarding the Establishment and Duties of the Turkish Exporters Assembly and Exporters’ Associations.
The primary mission of the institution is to contribute to Türkiye’s goal of achieving a foreign trade surplus by ensuring a sustainable increase in foreign trade volume, strengthening bilateral commercial, social, and cultural relations with partner countries, and serving as a bridge between the public and private sectors in activities aligned with these objectives.
TİM actively carries out initiatives aimed at eliminating barriers to industry, production, and exports in order to ensure uninterrupted dialogue between the public sector and exporters. The Assembly prepares strategic plans for the development of the national economy and exports, shares these plans with the Government, and coordinates key initiatives such as export strategy, innovation strategy, and incubation centers.
Through the Exporters’ Associations operating under its umbrella, TİM continuously enhances its effectiveness in serving its stakeholders. It also coordinates relations with international trade communities in partner countries. In this context, TİM aims to strengthen its collaboration with organizations that promote foreign trade, such as the International Trade Centre (ITC) and Chambers of Commerce and Industry.
In order to support the international commercial activities of Turkish exporters, TİM organizes numerous events and trade delegations abroad. It plays a significant role in fostering international relations by signing goodwill agreements with partner countries. Additionally, TİM conducts research on the global perception of Turkish export products and carries out field studies to enhance their recognition, reliability, and preference in international markets.
TİM contributes to the provision of various incentives and support mechanisms that enable exporters to gain advantages in production and foreign trade. The Digital Incentive Tracking Module (DTTM) is an institutional digital automation infrastructure developed to ensure that state support mechanisms introduced under the Presidential Decision No. 5986 dated 20 August 2022 on E-Export Supports, and the related Communiqué, are implemented in a compliant, transparent, traceable, and auditable manner in digital environments.
DTTM enables the calculation, verification, and lawful evaluation of e-export incentive mechanisms through a structured and standardized approach.

The system is designed exclusively for the lawful utilization of public incentives and does not perform any commercial analytics, performance tracking, or data mining activities.

Within the scope of DTTM, expenditures related to e-export promotion activities conducted via digital channels such as META Ads (Facebook & Instagram advertising platforms) are evaluated under the E-Export Promotion Support mechanism.
This support covers marketing and promotional activities carried out outside of digital marketplace promotions, as defined by the Ministry of Trade.

META Platform Data Usage and Compliance Policy

Within the scope of the DTTM application, all processes related to the processing of data obtained from the META platform (Facebook and Instagram) are structured in accordance with the technical, operational, and legal requirements defined in the META Platform Terms, Developer Policies, and Marketing API documentation. All data processing activities are carried out exclusively through official API infrastructures provided by META, using authorized access mechanisms and based on the explicit consent of users.
The data obtained within the system is processed solely for the purpose of ensuring that e-export incentive processes are conducted in an accurate, transparent, and legally compliant manner. Accordingly, all data processing activities are limited to specific, explicit, and legitimate purposes.
DTTM ensures that data obtained from the META platform is processed strictly within the scope of permitted use cases, and no processing activity outside the defined purpose is allowed. The system does not perform advertising optimization, user behavior analysis, profiling, or any form of commercial data analytics, and is limited exclusively to the calculation and verification of public incentive mechanisms.
Furthermore, the rules defined by META regarding the use of Platform Data are taken into account throughout all data processing activities. Data sharing, retention periods, access controls, and security measures are implemented in full alignment with these rules.
1. Definition and Scope of Platform Data
Platform Data provided by META includes data elements made available exclusively through official API infrastructures, such as advertising performance data, expenditure information, campaign metrics, and other related statistical datasets. Such data is obtained strictly within the technical limitations and authorization framework defined by META, and only through controlled access mechanisms based on the relevant permissions granted.
Access to Platform Data is carried out solely through official API endpoints provided by META. All data obtained directly through API calls, as well as any data derived from or processed based on such data, is considered within the scope of Platform Data.
As Platform Data may include access tokens, application credentials, user-related identifiers, and other sensitive data elements obtained through API access, the processing and protection of such data are carried out in accordance with high security standards.
2. Authorization and Access Control
Data access is provided through META’s official and secure authorization mechanisms and is carried out strictly based on the explicit, informed, and verifiable consent granted by users. Access processes are conducted through META’s OAuth-based authorization infrastructure, and all data flows are managed within the framework of controlled access policies.
Only the minimum level of permissions required for incentive calculation and verification activities is requested, and unnecessary or out-of-scope data access is strictly prevented. For example, limited permissions such as ads_read are used solely to access advertising expenditure and campaign data.
Access tokens and similar authorization elements obtained from users are stored and protected in accordance with high security standards. User credentials such as usernames and passwords are not requested, processed, or stored at any stage.
3. Purpose and Scope of Data Processing (Permitted Use of Data)
In accordance with the permitted use principle defined under META Developer Policies, the data obtained is processed solely for the purposes of calculating e-export incentives, verifying advertising expenditures, and ensuring compliance with the applicable legislation.
The data obtained is not processed for advertising optimization, user behavior analysis, profiling, targeting, commercial data analytics, or any similar purposes, and any usage scenarios not permitted by META are strictly prohibited.
4. Prohibited Data Processing Activities (Prohibited Practices Compliance)
Data processing activities prohibited under META Developer Policies are strictly prevented within the DTTM system through technical and operational controls, and such use cases are not permitted under any circumstances.
Platform Data is not sold, rented, licensed, or used, directly or indirectly, for any commercial gain. No data enrichment, combination with third-party data, or user profiling is performed on the datasets.
The data obtained is not used for surveillance, automated decision-making, discrimination, classification, or any process that may directly or indirectly affect individuals.
5. Data Sharing and Third-Party Use (Data Sharing Restrictions)
The sharing of Platform Data is strictly controlled and limited in accordance with the data sharing rules and restrictions defined under META Developer Policies. As a general principle, data obtained through the DTTM system is not shared with any third party.
Data sharing is permitted only where required by applicable laws and regulations upon request from authorized public authorities, or where explicit and verifiable user consent has been obtained.
Where sharing with a service provider is required, such parties are obligated to fully comply with META Platform Terms, Developer Policies, and applicable data protection regulations.
6. Data Retention, Deletion, and Lifecycle (Data Retention & Deletion)
All processes related to the storage, processing, and deletion of data within the scope of DTTM are managed under clearly defined rules. Data is retained only for the duration necessary to perform incentive calculation, verification, and compliance processes.
Where the purpose of processing ceases to exist or the data is no longer required, such data is securely and irreversibly deleted from the system in accordance with data security standards.
Requests for data correction, updating, or deletion are duly considered and fulfilled in a timely manner in compliance with applicable regulations.
7. Data Security and Technical Safeguards (Data Security Requirements)
Technical and administrative safeguards in line with industry standards are implemented to ensure the protection of all data processed within the DTTM system.
The data obtained is protected against unauthorized access, disclosure, alteration, or loss through strong encryption methods, and secure communication protocols are employed during data transmission.
Systems are regularly subjected to security testing, vulnerability assessments, and technical audits. Incident response processes are defined and implemented for potential breaches or security incidents.
8. Transparency and User Rights (User Rights & Transparency)
Transparency and the protection of user rights are adopted as fundamental principles in all data processing activities carried out within the scope of DTTM.
Users are provided with clear, understandable, and accessible information regarding the scope, purpose, and methods of data processing, and they may request correction, updating, or deletion of their data.
All submitted requests are processed in accordance with applicable laws and META Developer Policies, and are resolved within the legally prescribed timeframes.
9. Audit and Compliance (Audit & Compliance)
Within the scope of application reviews, audits, and technical inspections that may be conducted by META, the DTTM system is structured to provide the necessary technical and operational infrastructure.
System performance, the scope of data processing, and security implementations are periodically reviewed, and technical and operational improvements are implemented where necessary.
All information, documentation, and technical access that may be requested by META or authorized supervisory bodies are duly provided, ensuring transparency and traceability throughout compliance processes.
