About TIM

Umbrella Organization of Turkish Exports

The Turkish Exporters Assembly (TİM) is the sole umbrella organization representing Türkiye’s exports, encompassing 27 sectors, 61 Exporters’ Associations, and more than 150,000 exporters. Established in 1993 by a Council of Ministers’ decision, TİM continues its operations within the framework of Law No. 5910, published in the Official Gazette dated 3 July 2009 (No. 27277), regarding the Establishment and Duties of the Turkish Exporters Assembly and Exporters’ Associations.

The primary mission of the institution is to contribute to Türkiye’s goal of achieving a foreign trade surplus by ensuring a sustainable increase in foreign trade volume, strengthening bilateral commercial, social, and cultural relations with partner countries, and serving as a bridge between the public and private sectors in activities aligned with these objectives.

TİM actively carries out initiatives aimed at eliminating barriers to industry, production, and exports in order to ensure uninterrupted dialogue between the public sector and exporters. The Assembly prepares strategic plans for the development of the national economy and exports, shares these plans with the Government, and coordinates key initiatives such as export strategy, innovation strategy, and incubation centers.

Through the Exporters’ Associations operating under its umbrella, TİM continuously enhances its effectiveness in serving its stakeholders. It also coordinates relations with international trade communities in partner countries. In this context, TİM aims to strengthen its collaboration with organizations that promote foreign trade, such as the International Trade Centre (ITC) and Chambers of Commerce and Industry.

In order to support the international commercial activities of Turkish exporters, TİM organizes numerous events and trade delegations abroad. It plays a significant role in fostering international relations by signing goodwill agreements with partner countries. Additionally, TİM conducts research on the global perception of Turkish export products and carries out field studies to enhance their recognition, reliability, and preference in international markets.

TİM contributes to the provision of various incentives and support mechanisms that enable exporters to gain advantages in production and foreign trade. Digital Incentive Tracking Module – Institutional Digital Automation Infrastructure

The Digital Incentive Tracking Module (DTTM) is an institutional digital automation infrastructure developed to ensure that state support mechanisms introduced under the Presidential Decision No. 5986 dated 20 August 2022 on E-Export Supports, and the related Communiqué, are implemented in a compliant, transparent, traceable, and auditable manner in digital environments.

DTTM enables the calculation, verification, and lawful evaluation of e-export incentive mechanisms through a structured and standardized approach.

The system is designed exclusively for the lawful utilization of public incentives and does not perform any commercial analytics, performance tracking, or data mining activities.

Within the scope of DTTM, expenditures related to e-export promotion activities carried out through Google Ads advertising infrastructure are evaluated under the E-Export Promotion Support mechanism.

Accordingly, eligible expenses for Google Search, Display, YouTube, and Shopping campaigns are processed in line with the applicable legislation and the support framework defined by the Ministry of Trade.

Google Ads Platform Data Usage and Compliance Policy

Within the scope of the DTTM application, all processes related to data obtained from the Google Ads platform are structured in accordance with the technical, operational, and legal requirements defined by the Google Ads API Terms of Service, Google API Services User Data Policy, and OAuth 2.0 Authorization Framework.

All data processing activities are carried out exclusively through Google’s official API infrastructure, based on explicit user consent and with the minimum required scope. The system never accesses user credentials directly; all access is performed through secure token-based mechanisms.

DTTM processes Google Ads data solely for incentive calculation, verification, reporting, and regulatory compliance. Use cases such as ad optimization, campaign management, remarketing, profiling, cross-platform analytics, or model training unrelated to the user’s direct benefit are not allowed.

1. Definition and Scope of Platform Data

Platform Data refers to advertising performance data, expenditure information, campaign metrics, and derivative datasets obtained through the Google Ads API. Such data is processed only through Google’s official API endpoints and within Google-defined authorization rules and scope boundaries.

Sensitive elements such as access tokens, developer credentials, and account identifiers are protected with high security standards, and access is restricted to authorized system components under least-privilege and data-minimization principles.

2. Authorization and Access Control

Access to data is granted exclusively through Google’s official OAuth 2.0 authorization mechanisms and only with the user’s explicit and informed consent. Users may revoke permissions at any time through their Google account settings.

Only the minimum scope required for incentive calculation and verification is requested. Tokens are protected through strong encryption, TLS/SSL, RBAC, and IAM controls, while usernames and passwords are never requested or stored.

3. Purpose and Scope of Data Processing (Permitted Use of Data)

Data obtained through Google Ads API is processed solely for calculating e-export incentives, verifying advertising expenditures, and ensuring compliance with the applicable legal framework.

DTTM is positioned strictly as a compliance and reporting system and does not offer functionality for ad management, performance improvement, behavioral analysis, segmentation, targeting, or data monetization.

4. Prohibited Data Processing Activities (Prohibited Practices Compliance)

Data processing activities prohibited under Google policies are technically and operationally blocked within DTTM. Platform data is never sold, rented, licensed, or repurposed for commercial gain.

The system does not use Google Ads data for surveillance, profiling, discriminatory decision-making, enrichment with third-party datasets, or remarketing-like practices, and compliance risks are continuously monitored.

5. Data Sharing and Third-Party Use (Data Sharing Restrictions)

As a general rule, data obtained through DTTM is not shared with third parties. Data transfer is only possible in narrowly defined cases such as legal obligations, authorized public authority requests, or explicit user consent.

Where service providers must act as data processors for operational continuity, their compliance with Google policies and applicable data protection requirements is contractually enforced and regularly monitored.

6. Data Retention, Deletion, and Lifecycle (Data Retention & Deletion)

Data is retained only for the period necessary to calculate incentives, verify advertising expenditures, and meet compliance requirements. Once the purpose no longer exists, data is securely and irreversibly deleted or anonymized.

User requests related to access, correction, or deletion are handled in line with applicable laws and Google policies, and any data collected outside the permitted scope is removed immediately.

7. Data Security and Technical Safeguards (Data Security Requirements)

DTTM implements TLS/SSL-secured data transmission, strong encryption for stored data, RBAC-based access control, IAM processes, logging, vulnerability scanning, and regular security testing.

The system also maintains incident response procedures to ensure rapid detection, containment, notification, and remediation of any potential security event or data breach.

8. Transparency and User Rights (User Rights & Transparency)

Users are provided with clear and accessible information about what data is processed, for what purpose, how long it is retained, and under which legal basis the processing is conducted.

Users may exercise their rights to access, correction, deletion, and information requests, and they may revoke permissions through their Google account at any time, which stops further data processing.

9. Audit and Compliance (Audit & Compliance)

DTTM is structured to support Google App Review, audits, and technical assessments. Data processing activities, access permissions, and security controls are reviewed and updated on a regular basis.

System access logs and processing records are maintained in line with transparency, traceability, and accountability principles, and related technical documentation may be provided during audit processes when required.
